Send Event Local (A32)
SEVL
Sends an event locally.
Details
Sends an event signal locally to the current processor only, waking it if it is in the WFE low-power state. Unlike SEV, this does not affect other processors. No register or memory state is changed. No condition flags are affected. This is an A32-only instruction.

Description
Send Event Local is a hint instruction that causes an event to be signaled locally without requiring the event to be signaled to other PEs in the multiprocessor system. It can prime a wait-loop which starts with a WFE instruction.
